The Office of Resource Conservation and Recovery (ORCR) works to protect human health and the environment by ensuring responsible national management of hazardous and nonhazardous waste. Working with authorized state waste programs, ORCR implements the 1976 Resource Conservation and Recovery Act (RCRA) and the Hazardous and Solid Waste Amendments (HSWA) of 1984, and ensures that the resource conservation, recovery, and waste management goals of RCRA are met. The manifest program is based on both RCRA and Department of Transportation (DOT) hazardous materials law, the Hazardous Materials Transportation Act (HMTA), as well as the Hazardous Waste Electronic Manifest Establishment Act of 2012.
